Pug plugin updated

Pug plugin has been updated to 1.3 and dropped into the Beta Software area.
Changes since 1.2:
- changed config maxPlayers to defaultMaxPlayers
- changed !pug to accept number of players. Eg: !pug 10 (for a 5v5) or !pug 6 (for a 3v3). Just !pug on it's own will use the value set in maxDefaultPlayers

Changes since 1.1:
- added !pug command to start a pug off (rather than just joining).
- added topic changing (if bot is allowed to do so), and resetting when pug gather is done
